All the benefits — Can’t Explain

18 July 2023, the same morning the Games died. Premier's release: a $2 billion package so regional Victoria “still receives all the benefits” the Games would have brought. “Every one of the permanent new and upgraded sporting infrastructure projects… will still proceed — and all will be completed as planned.” Jacinta Allan, then minister for Games delivery: every one of those facilities “will be delivered.” Harriet Shing: “We’ll deliver all the housing, sports infrastructure and tourism legacy benefits.”

On ABC Radio that afternoon, Allan again: the point of the bid was lasting housing and infrastructure. “We are still going to do that.”

This card files that “all.” It does not file “build nothing in the regions.”

What did have a receipt:

$2 billion is $600 million less than the $2.6 billion Games line it replaced. A third of the consolation is a $1 billion Regional Housing Fund for “more than 1,300” new homes.
Victorian Parliament’s select committee, final report, March 2025, Finding 21: the $2 billion package “has not yet been fully delivered.” The committee’s own words: it “largely remains in the planning or advanced planning stages.”
Homes Victoria, still on the page: more than 630 homes “completed or under construction,” of which 377 are “new and upgraded” already finished — and 187 of those 377 are existing homes upgraded. Fund completion is listed as 2028. “All the benefits,” “completed as planned,” and a 2028 finish line are three clocks.

Grammar: all, every one, still, as planned. Logic: an upgrade is not a new house. Rhetoric: lasting legacy, without the Games.
