As shown in Figure 29, the government has introduced several new taxes in recent years, resulting in increased tax revenue.
Taxation income has grown by 68.1 per cent since 2019–20, driven in part by new taxes. The mental health and wellbeing surcharge and COVID-19 debt levies for payroll and land tax contributed $3.1 billion and $3.3 billion in additional tax income in 2023–24 and 2024–25.
Since the government’s launch of the COVID Debt Repayment Plan in 2023–24… the plan has raised $4.3 billion through COVID debt levies.

Opposition lists (Davis and others) count dozens of new or increased charges. Those lists are partisan. The auditor’s “several new taxes,” the two named levies in the billions, and the SRO pages are the receipt.
What this file does not do
It does not file “every tax is a rort.” COVID happened after 2014. It files the 2014 sentence — no new taxes, no increases — against taxes that later arrived with different names.
