Two hotels
The wall was a hotel. The genome counted two of them.
It is likely that a high proportion, approximately 99 per cent of current cases of COVID-19 in Victoria have arisen from Rydges or Stamford.
Hotel quarantine was the wall: returned travellers in, virus not out. 18 August 2020, the Coate inquiry heard the genome. Dr Charles Alpren: “approximately 99 per cent of current cases… have arisen from Rydges or Stamford.” Two hotels. Seven travellers at the start of the chains.
This card files that wall. It does not file “let everyone walk in.”
What did have a receipt:
- Andrews, December: apologised. Blamed lack of time. National cabinet ordered 14 days on 27 March. Victoria stood it up in 36 hours. Coate: nobody owned the private-security decision. The report linked those outbreaks to the second wave — and, in the coverage of the final report, 801 deaths.
- February 2021, Holiday Inn at the airport leaked again. Then the five-day circuit-breaker.
- A sealed hotel is a building. Aerosol in a corridor is another meter. The slogan was containment.
Grammar: 99 per cent, two hotels. Logic: 36 hours is not a wall. Rhetoric: quarantine.
